It is no wonder the World Chess Championship organizers have difficulty getting people to play when smaller chess associations have difficulties. Therefore, I make a proposal as I have to the KCA. Everyone who volunteers, coaches, or learns something interesting, should share their experiences formally. In doing so, said experience can be saved and a database can be created with simple reading materials for future generations.
The idea here, as with the KCA, is to try and make it easier to volunteer and organize. Just think how congress would operate if laws were simply posted on a message board; that's effectively what we're all trying to do if we don't record our efforts for future volunteers.
